There are a few rules to being an Occlumens and/or Legilimens
1) You can, in fact, be both an Occlumens and a Legilimens, but since it is difficult to gain knowledge of one this standard is closely looked over.
2) You cannot use either power to gain knowledge outside of your particular history and thread. You cannot suddenly discover the secret DE plans or knowledge of an Order hideout. This can cause serious problems, and it's not canon.
3) OCCLUMENS ABILITIES As you all know, Occlumency is the practice of blocking the mind from outside intrusion (the defense to Legilimency). It's generally easy to learn... although there aren't many people practiced enough in it to teach it. Keep that in mind.
4) LEGILIMENS ABILITIES Legilimency, the attack blocked by Occlumency, is the ability to delve into other people's minds, uncovering memories that could be used against them. It is a very, very difficult skill to learn, therefore very rare.
5) BE ORIGINAL Oh, you know. There's Snape, he knew the art, as did Dumbledore, and Lord Voldemort. It's not an everyday thing, so keep that in mind according to your character.
6) Students cannot be Legilimens/Occlumens, but teachers can

When Lily was younger she never gave much thought too these arts. She was looking at things in black and white. Occlumens and Legilimens was border line dark arts and they were evil. After she was brought back though, she changed her opinion. She figured it would be a good skill to have, but knew it was going to be tough considering she wanted to learn both but knew how rare it was. She decided to go to the best, and one of the first people she went to when she was revived. Severus Snape. Though she has only been working for weeks on both arts she seems to be a natural Occlumens but she struggles with Legilimens.
though she knows how hard this is going to be she is determined to learn them, she even thought about learning Animagi but figured she would better spend her time with these two arts, encase she was ever captured.

Name: Kylie Windfall Schooling: Gryffindor Alumni Occlumens: After Kylie graduated from Hogwarts, she became involved in Runes research in Greenland. While there, she had a great mentor who taught her many things about runes. One thing he also taught her was how to block her mind. She had much free time in Greenland when she wasn't excavating or studying so she practiced. When she returned to England, she soon joined the Order. After joining, she began to make serious progress with her blocking, considering she plays an important role in the Order. She has yet to perfect her skill, but she has had enough practice to block most intrusions. She hopes to improve over time to keep the Order's missions and members safe.

Name: Draco Malfoy Schooling: Currently in Hogwarts, 7th Year, Sytherin Occlumens: During the uprising of the deatheaters and all the commotion from the Dark Lord, Draco learned how to block his mind from someone trying to get to his thoughts from his Aunt Bella. She had taught him during the summer after his fifth year. He was to keep his thoughts hidden from everyone, even his Godfather, Severus Snape.

Name: Lucius Malfoy Schooling: Slytherin Alumni Legilimens/Occlumens: During his years at Hogwarts his father started to teach him how to block his mind from unwanted 'viewers'. Taught his sister in law, Bellatrix this ability, who taught his son. He learned Legilimens when he befriended Tom Riddle, and now is one of his closest followers.
